How do you "stop enemies from moving"?

Use meiu fire...or attack them with meiu power
but meiu fire is more effective...

thanks ^^ in oracle headquarters, Guy hints about "stopping enemies from moving" behind a golden gate. Do I use Mieu fire in front of the enemy or behind the golden gate? (btw, when I go to the stairs, the enemy spots me and i try using mieu fire, but it doesnt work. I make sure it`s mieu fire and not mieu attack)
